Public Art Call – Library Learning Centre

The Cultural Development Division of Innovation PEI invites professional artists proposals to install public artwork at the new Charlottetown Library Learning Centre in the Dominion Building at 97 Queen St. Construction is expected to be completed by end of December 2021. All options for potential locations of the art piece are outdoors.

The total budget for commissioning public artwork at this site is $50,000 which includes construction and installation costs. HST is not included.

Once works are created and installed, they become part of the Province’s Art Bank collection. 

Who is eligible to apply?

The call to artists is open to professional artists. An individual artist or a group of artists may propose a project. As a professional artist you should meet three or more of the following criteria in relation to your arts practice:

  • Have received compensation that is considered part of your personal or business income;
  • Have presented your work to the public by recordings, exhibitions, publications, screenings, performance, readings or other means of dissemination;
  • Devotes a reasonable amount of time creating or disseminating your work;
  • Have received reviews, or appraisals by public and/or peer assessment/recognition;
  • Have a membership in a professional or industry association or guild recognized by their discipline;
  • Have undertaken formal education or training from educational institution(s), or have undertaken self-directed training through a commitment to informal training opportunities that demonstrate commitment to skill development.

Preference will be given to Prince Edward Island professional artists. Canadian artists who reside outside of Prince Edward Island and are collaborating with a PEI artist for this project are also eligible to apply. 

Members of the evaluation committee, and their immediate families are ineligible to apply.

What is the application process?

Applicants will be asked to provide the following:

  1. Read through the Guidelines Document - link to review eligibility and submission guidelines to identify the potential location(s) of your proposed artwork. Public art, photos and site plans can be found in the document.
  2. Complete the application form online (see Apply Now button below). You will need to provide information on:
    1. Proposed artwork/project description;
    2. Materials used in the project;
    3. Maintenance and long-term care of the artwork;
    4. How you envision the artwork would be installed;
  3. Attach a budget. The budget proposal must cover all design, fabrication, transportation, documentation, and installation expenses. The budget proposal is an estimate but must include the following:
    1. Proof or quote of liability insurance coverage for the period of installation of the artwork(s) by the artist or persons (subcontractors) hired by the artist for a minimum of $2 million. 
  4. Attach an artist CV (two pages maximum) and/or a brief artist bio (one page maximum) for each artist involved in the project. 
  5. Attach a maximum of three digital images of recent work. If a group of artists applies, you may want to provide a portfolio link, if available.
  6. Attach a concept sketch of your proposed artwork.

How is art selected?

An evaluation committee comprised of PEI artists, site architects, and library staff will be assembled to review all the applications and select the recipient(s).
