Consultation for Municipal Government Act Code of Conduct Regulations
Proposed Code of Conduct regulations in accordance with Part 4, Division 6, of the Municipal Government Act (MGA) are now available for review and comment. The first draft of the Code of Conduct Regulations was proposed in 2019. These regulations will provide more guidance for municipalities in developing code of conduct bylaws.
What changes are being proposed?
All municipal Councils are required to have a code of conduct bylaw that fulfills the minimum requirements in the Municipal Government Act (MGA). The proposed code of conduct regulations provide detail on what may be required in municipal code of conduct bylaws, including:
- The code of conduct bylaw requirements
- Requirements for code of conduct rules for members of committees and directors of controlled corporations established by council
- Code of conduct training for council members
- Sanctions for breaches of the code of conduct bylaw
- When the bylaw should be reviewed (5 years)

Why are these changes necessary?
Codes of conduct have generated significant public attention recently, making the code of conduct regulations timely to help municipal councils form clear and consistent bylaws. As elected official's members of council are expected to behave in a professional and respectful manner, and members of the public expect transparency and accountability from their municipal governments.
